If the National Visa Center has sent you a notice to pay the fees, that means that a visa number is either available or they are relatively close.
You should respond immediately. Although, the NVC will keep your case open for up to a year.
When your I-130 is approved it is sent to the NVC. The NVC gives you 1 year to act on the petition by first filing the fee for the FA and then the immigrant visa or if through an attorney both can be filed at the same time. The NVC will reinstate the I-130 after 1 year but it requires additional work.
