What really matters is how things have been going for your father since. The Board of Pardons and Parole, the body that considers pardon requests and makes recommendations to the governor, looks at whether a candidate has had any criminal history since the conviction and his history in the community. I don't believe that there is a cost to file the pardon application. If there is it is probably nominal. The cost you probably need to consider is what it will take to hire a good lawyer who knows the system. Count on that being at least $2500 to $5000, and maybe more depending on the attorney.
