There's no legal form of petition for this. There's no way to use the legal system to compel a property owner or management company to remove a manager.
What motivates businesses is their bottom line. If they lose residents over this, then that might make them notice. If people are so upset about this manager that they leave, and they tell the owners that this was the reason, then maybe things will happen. If the tenants don't leave - if they just write letters - then the owners might conclude that the tenants don't care that much.
