I recently purchased a trailer thought a mobile home park an I was told that I could move my trailer until I had it paid in full. My last payment was in March of 2016 an I haven't gotten my deed for my trailer yet. Now I'm force to stay in this trailer park paying lot fees.
It doesn't sound like you are waiting on a deed, but rather on a title (just like a car title).
I think you may want to begin by checking the status of the title with the DMV. Are there any liens on the title which would keep the seller from transferring it into your name? Does the person that sold you the trailer (and took your money) actually own it? If there is a lien on the trailer it may take a while for the bank to process a payoff and release the lien, I don't know exactly how long that takes but I understand from car dealers it sometimes takes a couple of months to do all the paperwork necessary to payoff a trade-in.
