The first step is to apply for US residency status.
He has to become a lawful permanent resident first. If it is granted, then provided the two of you remain married and live with each other, he can apply within 90 days of the third anniversary of becoming a permanent resident. US allows dual citizenship. He has to inquire if Germany allows dual citizenship.

He won't lose his German citizenship by becoming a US citizen, and will have dual nationality. First you must apply for an immigrant visa for him and he concurrently files for adjustment of status. Once approved, after 3years of legal permanent residency, he can apply for US citizenship. If he is married to a United States citizen, he will be able to apply for naturalization 2 years and 9 months after obtaining his legal residency. Before applying for naturalization he should check with his consulate regarding his ability of maintaining his German citizenship after he naturalizes in the United States.
