I have filed for my green card under EB1 "Multi National Managers" category. The USCIS receipt date for the same is January 20, 2017. Since my green card is filed under EB1 Multi national managers category both my I140 and I765 (EAD) were filed in parallel. Now, can you please let me know if I will receive my PR EAD within 90 days i.e. before April 20, 2017.

The "90 day Rule" is actually in the USCIS regulations at 8 CFR 274a,.14(d) . It appears that your I-140 has not been approved. When adjudicating concurrent filings, the determination of eligibility for the immigrant visa petition is made first. If a visa number remains available for the immigrant classification and the Form I-485 is approvable (which in certain cases requires an interview) USCIS will generally consider the adjustment application at the same time. Separate decision notices will be sent for both forms. Employment Authorization is a collateral benefit of the I-485. All the same, the language ofthe regulations is clear.
