My brother-in-law was cheating on my sister she was told she had been married 10 years before she could get half his assets is that true
That is not correct. It is very important that you get an attorney for any family law matter. The 10 year rumor is probably a misunderstanding about being eligible for spousal alimony after 10 years in Texas. Texas used to be a no spousal alimony state.
Alimony is different issue than a division of community property assets and liabilities. Texas has always had laws regarding the just and equitable division of assets. Community property assets do not have to be divided in half. Your sister may get more than half depending on a number of factors including adultery. Do not try to figure this all out yourself, consult an attorney who handles divorces.
