I am H1B and my employment ended on March 20th 2019. I have a 60 day window ending on May 20th I intend to file COS from H1B to F2. Can I continue to stay in the US on receipt of I-539 COS and not accumulate illegal presence? If so, for how long?
You should be able to stay based on timely filed COS but it is unclear when H-1B authorized stay expires.

Assuming the COS is filed prior to the expiration of the current status, then there is a 120 automatic extension and no unlawful presence.
