No, people cannot walk off the street into court and have folks psych eval'd.
They can call the cops, and if the cops see an issue then a person can be temporarily hospitalized pursuant to the Baker Act, and a Guardianship petition can be filed, but, absent extra-ordinary circumstances, some random non-related person has virtually no shot at getting a court to do anything.
My take: You ex is an unstable moron. Call block him and move on... in fact move on to the cops and file a harassment report.

Its as easy as filing a sworn written petition with the clerk of courts averring that you are likely to suffer from neglect or refuse to care for yourself, you pose a threat to your own well-being or there is a substantial likelihood that without care or treatment, you will cause seriously bodily harm to yourself or others in the near future as evidenced by recent behavior. There is no filing fee. and your ex doesn't have to be a family member to file a Petition for Involuntary Examination. The court can either order the involuntary mental health examination without a hearing, dismiss the petition or order a hearing. If the judge issues the order, you would be picked up by the sheriff and transported to a mental health evaluation facility. However, you must be in the county in which the petition is filed.
