A person was arrested and undergo a hearing with an officer and was released without bail or court or anything within 24 hrs. The matter regarded soemthing what seemed as an investigation of groups who were illegally employing foreigners. Despite no conviction of crime, court proceeding or deportation, the records still exist incl fingerprints and cause trouble e.g. on DHS/immigration check on entry to the US. The invidiual has no idea what is in the records, apparently however some false information. All coming back from 2003.
The person needs to locate a lawyer who does expungement and sealing as a regular thing. Your narrative does not even make clear there was an arrest.
I don't know how an investigation without charges would result in a public record?
