Mother and father have no formal custody or child support agreement. Mother left child in the care of father and can no longer be found. Cps was already investigating mother and has recommended to the courts that father gets full custody. Court clerk is telling father to serve mother the summons before anything can be done but she cannot be found. She has been missing for several weeks.
There are other ways. One is by posting if you have a fee waiver; another is by publication. There are still other ways - but I would need to know what it is you are serving and what stage this case is in.
You should hire someone to perform a skip trace or a private investigator to attempt to locate her current address. If they cannot locate her then you can request the court to allow you to serve her by publication.
..adding to what Atty Tegroen said, if you chose publication, you have to do a 'due diligence' search and then file a Request for Order to allow you to publish.
You must demonstrate due diligence in trying to locate and serve mother. Upon proff of due diligence, you may request Order allowing substitute service by publication.
