Amendment 64 and the relevant state and municipal statutes do not permit the consumption of marijuana "openly and publicly" so this may very well be a criminal matter (depends on how aggressively law enforcement is interpreting openly and publicly). You should probably try and talk with them or the landlords, if that doesn't help you can contact law enforcement, however, it is always difficult to say if LE will do anything about it even if it is illegal.
