Frist do not pay them
Second,in the return invoice from the credit card company, write a letter denying the charges and explaining if you can: double charge for hotel; did not use....; etc
Third, assuming that does not take care of the situation, and the charge is accepted, still to no pay it
Fourth, begin proceeding against the hotel to reverse the charge or for the money....that will bring the credit card company in and then .....

Dispute the charge with your bank. File a complaint with the Better Business Bureau. You can try to sue in the New York City Civil Court but read the terms of service closely for Bookings.com, you may have waived your right to sue in court in favor of private arbitration.

Small claims court is for up to $5000. It looks like you may have to use the civil court system to sue instead of small claims court. If you cannot get booking.com or the hotel to reverse the charges, contact an attorney to begin the suit. .
