Everyone tells me not to try and pay off debts or otherwise use money in a joint bank account if the divorce petition has already been filed but final is pending? How am I suppposed to pay the everyday bills if there's no money available to me to do so?

Until the settlement is finalized, the money in your joint account is in limbo. It is not yours and it is not your ex's. You have to either borrow the money or contact creditors, advise them of the situation, and have them wait along with you.
