Whether the particular file you are searching for is available for public view would first depend on whether the entire file or any part of the file was ordered to be sealed by the Court.
If you have the case number and party name, you can attempt to go to the Clerk of Court in the jurisdiction where the case originated and the order was entered and have a clerk retrieve the file. Assuming the clerk can locate the particular file and it is not sealed, many Clerk of Courts will provide you copies of documents within the file for a copy fee per page.
