Not sure it really matters, but I do a cover letter with the exhibits numbered, and then on the actual exhibit, I'll put page 1 of 3, 2 of 3, and 3 of 3, for example.
There is no 'correct' way to number exhibits. My colleague's suggestion is as good as any other.
