A restraining order would not be applicable. Unless there is a written agreement preventing partition it can not be stopped.
The way to prevent partition is to prove the co-owner is not a co-owner. Otherwise, settle the case. Partition is the remedy when co-owners cannot agree on management and control.

No one is required to own property with someone else. If you cannot buy the other person out, agree to sell. Partition is expensive and should be avoided.
