Who are you referring to as a "licensee"? Holding what license? And what is your connection to the deceased or the home? What exactly do you want to have accomplished? Only the Personal Representative of the estate can act with regard to a deceased person's assets, and that includes having the court evict persons from the decedent's property who do not belong there. Therefore, somebody who qualifies to act as a PR must petition the court for appointment and open an estate. If the decedent had a will, then the PR is named in the will. Without a will, any blood relative or person of interest, as defined under the Estates & Trusts Code, can petition to open the estate and be named PR.
