My daughter's car was hit and the driver fled the scene but was eventually caught by the police far from the location. We didn't have the chance to get the insurance info of the other driver or take photographs of it. No insurance info on the envelope packet and gave us a bogus contact number
Contact the Clerk of Courts' office for the jurisdiction where the accident took place and the person there will go through the process of filing a small claims lawsuit with you.
The mere filing of the lawsuit will probably get the at-fault party's insurance company to contact you. Your daughter will have to get all of her ducks in a row as she will need persuasive evidence to prove liability on the other person and for her damages as well.
Please do not message me for further advice or call my former law firm if you have any further questions. If you are in need of an attorney to assist you, please search for another attorney in the jurisdiction involved in your case, as I am now retired, and my former law firm is no longer handling these types of cases. I am active on AVVO and answer questions only as a public service at this point.

So I can hear the lawsuit. Did you have to complete. He filed with the court. Arrange to have it served with a summons. Course you have to know who hit you
It appears all you seek is the repair of your car. If so, file a claim with your own insurance company.
