I am trying to cancel a membership contract to anytime fitness. I was told by the gym rep that I can not cancel because it was a 12mth contract. She is also telling me she does not have a athorization to cancel and will have to talk to the owner.
You'd have to review the language of the contract you signed to see under what circumstances, if any, the membership is cancellable within the 12-month term of the contract. Generally such a contract is not cancellable, absent fraud or breach by the gym, but it is impossible to say without reviewing the contract.

You likely signed a 12 month contract which obligated you to pay for the entire 12 months. Frankly, a 12 month term is what you agreed to undertake. However, your contract may provide a means to cancel the contract prior to the expiration of the 12 month period in the event of limited special circumstances (i.e. moving a certain distance from the gym, physical injury, etc.)
To put it bluntly, if your lease does not have an early cancellation provision, and if you fail to adhere to the terms of said contract, you could find yourself in breach and the gym could come after you for the balance you owe under its terms.
Once the 12 month period is up, you can cancel the contract. Review the terms of the contract for the exact method by which this can be done. Most likely the gym will require notice in writing of your desire to cancel.
