The Federal Bureau of Prisons (BOP) uses "program statements" as their controlling policies. Security scoring is controlled by P.S. 5100.08, "Inmate Security Designation and Custody Classification," online at https://www.bop.gov/policy/progstat/5100_008.pdf .
As an aside, be careful all the former inmates now happy to take your money for "consultation." There is no regulation of "prison consultants," and flashy websites do not a knowledgeable helper make -- particularly for hundreds or thousands of dollars.
