You should probably write a list of things that need to be repaired and hand it to the management company right away. Let them know you have been making futile requests for a long time. You should also call the Health Department and ask them to inspect and order the landlord/management company to make repairs. Not having a working heater in California is a "per se" violation and a breach of the warranty of habitability. I suggest you speak to a landlord-tenant lawyer as soon as you can and take photos. Just so you know, a landlord does not have to provide a stove and a fridge.
