He hasn't seen her in over two years and doesn't attempt to make contact. My 8 year old daughter refuses to want to see him or speak to him. We were never married and he pays a small amount of child support each month. How can I terminate his rights and get him removed from her birth certificate?

You can always show parental fault by way of abandonment. However, the court may have a hard time making a best interest finding if no one is going to adopt. Also, if he is paying some child support, the court may use that fact against you since you would not get any child support if his rights are terminated so under these facts, I don't believe a court would grant your petition to terminate
