You haven't listed the charge that you're actually charged with so you may be looking at more than just a fine but a suspension of your privledges suggest you take your ticket to a good traffic ticket lawyer.

You are not allowed to drive without a licensed driver present if you only have a permit. I hate to break it to you but 39:3-10 with just a permit is mandatory 6 months refusal of license by MVC after you are eligible. The fine I believe is $250 (can go to $500) and there may be a surcharge of $100/year for three years to MVC, I am not sure about that.
