I'm 18 and my biological dad was abusive and a drug addict since before I was born. When I was 4 my mom found my step dad and he has treated me as his daughter since. I want to surprise my step dad by giving him adoption papers as a present to ask him to adopt me. Of course I have never done this before and I want to know how much it is going to cost me and the process i have to go through to get this done. Previously, i have thought about just changing my name but, I know that he will break down in tears and be thrilled to be able to say he is my father. Before I turned 18, my step dad tried to adopt me and obviously my biological dad being the man he is refused to let it happen. Now that he can no longer object I would like to get this done before my wedding at the end of the year so my last name will legally change from Hart to Wells.
You're correct that the most you can do is ask (think "prom proposal" or "marriage proposal", but you definitely can get forms filled out to present to him and offer to pay the court fees too. The link below has what you need for an adult adoption.
