If you know where the father works and his information, then you or an attorney would need to file a Motion to Modify Child Support and need to acquire some discovery to assess the modified amount for child support. Depending on your financial circumstances, many attorneys like myself, offer payment plans so that they may assist you with your matter.
The other attorney is correct. Your other option is to go to the State's Attorney for assistance. You will want to sign up for the IV-D program to help with collection if there are arrearages. The State's attorney may take some time to get to your case. You may qualify for help from legal services or low cost legal services in your area. Check out what is available to you in Lake County. Private attorneys move faster and generally get more financial information than the State. Good luck.
Agree with many of the comments below. If the Father is still in Iowa your best bet may be to go through the Lake County States Attorney Child Support Enforcement Division. My experience is that it could take up to three months to get the ball rolling - but they will coordinate with the States Attorney in Iowa and pursue him there. Many attorneys such as myself do not charge for an initial consultation. You should schedule on and discuss the issue in depth.
