I'm not sure if you are asking what will happen to the driver either criminally or civilly or whether the hit-and-run driver or the driver who was hit by the hit-and-run driver is the one with no insurance.
The police will probably arrest the hit and run driver.
If he has insurance, the other driver can make his or her property damage and/or injury claims against that auto policy. If not, the other driver can use his or her own auto insurance.
