You can be cited for not having a front license plate, or for having expired tags.
Both are usually resolved as a "fix it ticket" if you provide proof the front plate is installed or the registration is current.
My car was cited in the parking lot of a courthouse for having expired registration, even though I paid the bill on time and the tags hadn't arrived. Because it was issued like a parking ticket, I had quite a hassle educating the local police department on the issue, before they finally dismissed it.
