If the child is his, by marriage, he will have a near to impossible time terminating his own parental rights. There are factors where termination of parental rights happens, but those have to be to such a degree where he is unfit to have anything to do with the child. Are you still married? Are you planning to remain married? Is he trying to figure out a way to not be required to pay you child support? To fully answer the question, I would need more information.
