You should have an attorney help you about filing against your sister for wrongful impersonation and obstructing justice. The expungement process is necessary but is really in a screwed up situation now in NJ--the government has been lax and negligent in precessing them. I have had some success dealing with getting rid of negative and misleading arrest reportage on the internet-something I did to help a medical school student a few years ago.
