My parents filed bankruptcy last year and their home has been foreclosed already. But they received a letter from the city that they had to go cut the grass to keep the property maintained. But the property has already been foreclosed and sold. Why are they getting this notice from the city? I told them not to go because it's no longer their property but my father was afraid of getting fined for not cutting the grass as it stated in the letter. What should they do?
Your parents are no longer the owners of the property. They have absolutely no liability for it, and they aren't responsible for maintaining it. I would send the city a letter, with a copy of their letter attached along with a copy of the sheriff's auction notice, and advise the department sending the letter that they are mistaken and that your parents no longer own the property....this is nothing more than a typical bureaucratic mistake.

In MN, the state grants homeowners a 6 month redemption period after the date of the foreclosure sale. Technically, the homeowners' names remain on the deed or title to the real estate until that 6 month period has passed. The state grants this period to allow the homeowner to "redeem" the mortgage by finding alternative financing or some other means of paying off the mortgage. If they have not done so by the end of the 6 month period, the title transfers to the purchaser at the foreclosure sale.
Many cities have ordinances that require property owners to keep the sidewalk free of snow and ice in the winter and keep their grass below a particular height in the summer. If the city looked at the property tax records to determine the property owner and it is within 6 months from the foreclosure sale date, they would send this notice to your father as he is still technically the legal owner of the property until the redemption period expires. If he does not comply with the notice, the city will cut the grass and charge him the bill. Under the city ordinance, he would have to pay it.
