For applying for EAD, is biometrics a mandatory procedure?

It depends on the basis of the EAD. If, for example, it is based on Deferred Action for Childhood Arrivals, the taking of biometrics is part of the process. If it is based on an application for benefits under the Violence Against Women Act, the it is not.

Biometrics is required each and every time you apply for almost anything with USCIS, and especially so when applying for a work permit (or renewing it).
After submitting the I-765, you'll get a biometrics appointment notice in about a month or so, but it's also a matter of how busy your particular district office is.

If you receive a biometrics appointment notice it is mandatory to get your fingerprints taken as instructed in the notice. But they don't require biometrics for all I-765s that are filed. It depends on the situation and the basis for eligibility.
If seeking EAD based on say your status as an F-1 student, no biometrics are needed. But if based on a green card petition for instance, then biometrics may be required.

Whether biometrics is required depends on the basis fro the filing. If you filed the application for employment authorization based on an application to adjust status, you will be required to go through the biometrics. If it is based on some other reason, biometrics may not be necessary.
