My wife is on H4 visa in USA now since last year. She want's to pursue Master's degree and she has joined a university here which begins this summer. She is planning to visit India in this December. While she is there, she will go to F1 stamping to come back to us on F1 visa. If F1 is denied, after she comes back to US on H4, If H4 to F1 change of status is applied with USCIS, will the recent F1 denial have any negative impact this COS application.

If F-1 is denied at the Consulate, COS to F-1 will most likely be denied for the same reason.
