I am a conditional green holder who has applied for Permanent residency. I'd like to call my parents to visit US. Can I apply for DS-160 form for my parents from US? Does the chances of visa are less as I am a conditional green card holder? Please advise
Sure, if you wish to help them fill in the DS-160 form, you can do that but you are NOT 'inviting' them. They must have proof that they have strong ties to their homeland and that they have the funds for the trip.

Whether or not your folks will be approved for a visitor visa depends greatly on their ‘ties’ back home/ie: jobs, family, home, etc etc - then the interviewing officer will make his/her final decision based on the record
