My employer has initiated my PERM verification with DoL. It is still pending with DoL. I140 is yet to be filed. Should I answer Yes or No for the question on DS 160 asking if somebody has filed immigration petition on your behalf.
You can safely answer "No", but at the interview stage at the consulate, they might ask you if you want to update any answers in your DS-160 application, to which, if your employer has filed the I-140 on your behalf, you must disclose that and switch to yes.
PERM is a form of a labor certification. It is not yet an immigrant petition.
