I have a friend who has recently received a second social security number and he applied directly for new drivers license and now his second DL and first DL both have been revoked by dmv and they have asked to submit the both drivers licneses.
What options does he have to get his drivers license back? Any help would be appreciated.
Your friend may want to find out from the licensing bureau why the license was revoked. They should be able to provide guidance as to what he has to do to get his license back. I don't know why he has two SSN and two licenses. Sounds a little fraudulent to me. He may even give some consideration to speaking to an attorney to make sure he does not do or say something detrimental to him.

Most folks don't understand the SOS has a police force of its own. If it were me, I'd first get a lawyer and then March straight in to the SOS police and explain the innocent process that happened here. You will get a fair shake...If you bring your lawyer.
This is a duplicate and is not a tax question. Your friend, and not you, should be asking all questions of an attorney. No one is entitled to more than one drivers license or Social Security number. That is why both were revoked. Now you friend must get this matter straightened out at the SOS office as well as with the Social Security Administration.
