My landlord doesn't want to fix the mold problem in our bathroom.
Not sure who "she" is but I think I know what you are talking about. California's habitability law requires the bathroom to have ventilation. That can be either a window OR a fan that exhausts to the atmosphere. (I actually have a paranoid landlord who installed both in my bathroom.)
