If the bio father has a child in dhs custody for several months then all of a sudden decides he wants to work his plan to try to get his child back will he have to reimburse dhs for their expenses (foster care expenses, nicu bills, etc...) in order to get his child back?
Not Generally speaking no, but there could be exception to my knowledge. He should have been ordered to pay child support, which is his way of supporting the child.
