We sent someone out there the night she reported, he was trouble shooting the next day and had to wait for owner approval. The tenant was so rude the guy left called the owner and said he would go back and finish the job if the tenant didn’t say anything to him. The repair guy is going back to finish the job this morning. Keep in mind it is 50 degrees here. Does the owner have to pay for her hotel expenses?

The LL has a reasonable time to reasonably address issues that are raised with proper notice. It seems like that is being met, however keep in mind these are subjective standards. In order for this to reach the emergency level (that just reduces what would be reasonable) you would have to have a certain number of consecutive days at or below your areas designated temp.
