Does a Dutch citizen have to reapply for a visa, once his 10 year bar has expired? Or can he just apply for the esta?
My wife is a US citizen we have gone trough the steps with a lawyer but we came to a standstill because of that date May 13th of this year

Depending on why you had the bar an ESTA application is likely to be denied. I guess you must have your reasons for not applying for an immigrant visa based on the fact that your wife is a USC and a visa is immediately available to you.
