In August of 1992 while in Arizona I was pulled over for suspected DUI. I had a Nebraska regular operator license at the time. Since I was from out of state the police did not take my license. Before any suspensions started I obtained a South Dakota CDL. In March of 1993 I was convicted of DUI in court. In 1994 after moving to Arizona I was able to exchange my South Dakota CDL for an Arizona CDL. The clerk said, "You give me a clean South Dakota CDL. I give you a clean Arizona CDL. My question is does the DUI show up on my record in Arizona since licenses were changed before suspensions or conviction?
It's hard to say since "my record" is a fairly broad description. If you are asking if that DUI will show up on a criminal background check, then yes, it probably will. If you are asking will it affect your CDL then the answer is no, it won't since you did not get the DUI while you had the CDL. I'm really uncertain as to why you are asking this now? Has something happened to make you think that the DUI is screwing something up? You got your license in 1994 and its 2012. If you having an issue with your CDL, you need to explain that and ask that question instead.
