He may have a case but it requires much more information to make a solid assessment. You need to consult with an experienced civil rights attorney or an attorney you trust for a referral. There is not really an answer that criminal defense attorneys can provide you here unless this is all happening while he is waiting for trial and not from a post sentence situation.
If this is a pre-trial, then this may be helpful to obtain a bond or pre-trial release while he is awaiting trial, but that should be reviewed with his attorney handling his case.
If not, then you could try re-posting this under medical malpractice and see if you get any attorneys who have experience at suing publicly paid doctors to point you in the right direction for consultation and information.
