My suspension was up some time ago and my license was reinstated recently do I have to take the written test over

If your license was reinstated you should have received it from MVC. If it's not expired, it's ok to use it. You do not have to take a test again. If it is expired you may have to take the test again. Check with MVC.
If it was reinstated then you may not need to re-test, but call mvc and they will let you know.
If your license was reinstated, why would you? But just because a suspension is over does not mean your license is restored. You have to pay a restoration fee to do this before you can drive again, and if that is not enough they will tell you..
