I'm not admitted to practice in Pennsylvania, but I would imagine any case you're thinking of is going to be very difficult since it has been so long.
If you have a typo in your question and meant that the incident occurred in 2019 then you should be looking for a "personal injury" attorney and you don't need a "pro bono civil rights attorney." You'd only need a civil rights attorney if you were assaulted by a police officer.
