I'm just wondering if when someone gets out of jail for felony stealing, are they "free". Do they have to be on probation or be on some type of parole?
Parole comes after a prison stint. Probation is in lieu of prison time. Sometimes they are split with time in prison plus a long period of probation after that. If you flatten your time, there's no parole to do.
You could be on one or both. Va requires at least 6 months of parole post release for felony convictions. You should read the judges order because it will tell you if the judge also ordered a period of probation.
