The officer informed her that she does not have a ban on reentry and advised her to ask her boyfriend whom is now her husband to file an appropriate Visa which was the K1.
We are about to start the cr1 filling, would She require a waiver?

Although she 'probably' doesn't have a ban ... she and her husband should talk to an attorney via Skype.
