Child support can be ordered by a court up to age 21 for a child that is principally dependent on the other parent. Normally this means living with them. DOR is authorized to waive interest and penalties, but they are unlikely to do so unless it is part of a bigger plan to get caught up on arrears. Even if the child support order ends, this doesn't automatically, or actually, forgive past due support.
