Carrying an expired prescription is like carrying a drug with no prescription at all since it is expired. You may benefit from seeing a therapist that can help you get over some of your fear so that you can go see your doctor and get the medication that you need. However, you don't have any legal issues until you are actually stopped by the police.
Yes they can and most likely will arrest you for having an expired prescription. If you are out and about to get stopped in the first place, you should be seeing your doctor for a new prescription.

You may have a viable defense but that will not make the arrest unlawful.
You cannot carry expired Rx meds.
