I want to pay off my house and credit cards. I also want to help my son with legal problems and my 401k plan is telling me that i can't take a withdrawal. Im 57 years old
Some plans have restrictions, eg, federal employees, but only your plan documents can answer this conclusively. The manager should be able to direct you to the specific provision and advise whether loans are available. To pay the 15% early withdrawal penalty + tax when you are <3 years from being able to withdraw it penalty free is probably not your best choice. Look into refunding your home mortgage, home equity loan and moving the credit card debt to a lower interest account or ones that waive interest.
