the custodial parent is bitter and doesn't want the non-custodial parent to see the child so is refusing to show up at the child support hearing. how can the non-custodial parent pay child support without having to wait for the custodial parent to agree or come to court. the non-custodial parent just wants visitation rights but is having a problem being able to pay child support. the only way the non-custodial parent can see their child is if they pay child support but the custodial parent isn't cooperating.
