Can the non-custodial parent pay child support still if the custodial parent doesn't show up for court or refuse to accept CS?

Child support and parenting time are separate concepts in Kentucky. One is not dependent on another. You need to file a custody case and everything can be established in that case (custody, parenting time and child support). You need an attorney.
